Check your residence entitlement first, then prepare the identity documents, application and tax arrangements for individual entrepreneur registration.
The first check: residence
The FNS states that a foreign citizen needs documentation confirming the required right of temporary or permanent residence to register as an individual entrepreneur. For many applicants this means RVP or a residence permit (VNZh). The precise document and address need checking for your case; a tourist visit or migration card alone does not replace this requirement.
Check the proposed business activity as well. Restrictions can apply to foreign applicants and particular sectors. Complete these checks before paying for a registration package. If you need co-owners or a separate company, compare IP and OOO first.
Prepare the document package
- Application for registration as an individual entrepreneur: R21001.
- The required identity-document copy and originals for the chosen process.
- Evidence of the qualifying temporary or permanent residence entitlement.
- Evidence of your residential address where it is not established by the submitted documents.
- Russian translations and the required notarial formalities for foreign-language documents.
- State-fee payment where required for the filing channel.
Use one consistent spelling and transliteration of your name throughout. Confirm the current form, address details, passport data and any missing birth information before signing. An online checklist does not replace the registrar’s required package for a foreign applicant.
From preparation to the register
- Confirm eligibility and address. Identify the competent registering tax authority for your situation.
- Define the activity. Choose the appropriate OKVED activity codes and check any specific permissions.
- Agree the tax setup. Compare available regimes and notification deadlines before the filing.
- Complete the documents. Arrange the signatures, translations and submission method.
- File and keep the receipt. Monitor the contact email used for the application.
- Check the result. Verify the EGRIP register record and keep the registration documents.
The FNS gives a registration period of no more than three working days after the correct documents are presented. Preparing documents, obtaining residence entitlement or resolving a refusal can take additional time.
Fees and preparation costs
The ordinary paper-registration state fee is RUB 800. The FNS provides a state-fee exemption for the specified electronic filing routes, including the relevant notary or MFC route. The exemption does not make translations, notarisation or professional assistance free.
Ask which channel is available to you and request an itemised estimate. Do not assume a digital signature, app or online identity process is accessible to every foreign applicant. Confirm who will sign and who will submit the package.
What to organise after registration
Arrange business payment facilities, source documents, bookkeeping and the required reporting. Check whether your activity needs a cash register, licensing or staff-related administration. If choosing USN as a new registrant, the FNS allows notification with registration or within 30 days of tax registration; confirm the current form and keep evidence of submission.
Continue monitoring the document on which your residence entitlement depends. The FNS warns that expiry or cancellation of the qualifying residence document can terminate IP registration. Include this in your calendar alongside tax deadlines. The tax guide will help you prepare an accountant’s briefing.
Questions, answered
Can I register an IP while visiting as a tourist?
The visit alone does not meet the residence-document requirement described by the FNS. Have your entitlement checked before starting a filing.
Are the three working days the whole setup time?
No. This is the stated registration period after submission of the correct package. Residence, translations, notarisation, banking and business preparation are separate.
Do I need to choose USN before my first invoice?
Check the choice before registration. A new registrant has a specific notification window, and the appropriate regime depends on eligibility and the proposed activity.
